I currently have St. Augustine at a rental house that it seems each tenant has a hard time keeping up with the maintenance and it needs replaced.I was considering bahia, but is there another grass that’s somewhat attractive, but is pretty insect resistant and doesn’t require much watering?

You can try Centipede. It is more dense than Bahia, requires little to no maintenance or watering, and can be seeded if you want to save money.
I would how ever still get the site ready for seeding. Meaning round-up any thing that is there. I would till the soil as St. Augustine can be a bear to simply rake. Also check the germination requirements for Centipede to grow. Some seeds need partial covering of soil, none, or full covering. I would also wait until spring so there is no chance of winter kill. But if you are located near Tampa or farther south you might be able to get away with seeding now.
