We have a problem. The pond in our back yard extends for several houses. The pond was free from weeds and grasses until a few years ago. Now there is torpedo grass coming from 4 houses down and invading our area. Is there any way to eradicate this pest?

I dont have a solid answer for you. Torpedo grass is one hell of a tough weed. All the old folks I know say the only way to get rid of torpedo grass is to move.
However, You can limit it I think by digging a deep ditch along the border of your yard and put down something that the torpedo grass cannot penetrate with its rootsystem.
Then your fight would be only on one front vs two.
