Novice from Boston Area

I am completely new to lawn care. The lawn in question is located in a small town outside of Boston. Therefore we are subject to NE weather. The lawn is sparse even bald in parts and simply laying grass seed and using the annual fertilizers has note helped solve the problem. I want to try to renew the lawn. I have no idea what type of grass seed to use or what I need to attempt to repair the eyesore of our current lawn. Any suggestions even of reading materials or workshops anyone is aware of would be greatly appreciated.
