I am located in Birmingham, Alabama. Zone 7.I planted an Empress Zoysia lawn in October 2001. Since that time, my lawn has been inundated with garlic, henbit and annual bluegrass. I hired a local lawn care company to spray the lawn. They have sprayed the lawn approximately 4 times since December, but it appears that the weeds are gaining steam instead of dying back.

Is there any herbicide that I can use on such a young lawn that will be effective on garlic, henbit and annual bluegrass without hurting my lawn?

Since it was planted in Oct I would not have sprayed weed control for at least 90 days. With new turf you can expect weeds. Once a good Pre-Emergent program is in place and proper fert you should see a big difference next season. Pre-M is to prevent weed seeds from germinating. This will stay in the soil for 2-4 months. In April they should come in with Pre-M for crabgrass. Oct I use pre-m for the garlic and hembit. They can spot treat exsisting weeds with 3-way ester and mow a few days later (after water is applied)Zoysia turf should get application every six weeks during growing season.
