TIF 419 question and help needed

I put down some 419 tif in my backyard in mid January. For the most part it has established well, however there are sections where it has not grown to a height were it needs to be mowed whereas other areas of the backyard have required mowing several times. What I don’t understand is that the areas that are now growing are not dead or at least don’t appear to be dead since it they are green. I was wondering if any one had any suggestions to help get these sections started. I am assuming that there must be some mineral deficiency in the soil in that area or something. I have put down some Scotts fertilizer 3 weeks ago and have not seen any noticeable improvement.
Thanks for your help

Ive never used this product but I have a question or 2
Is these sections getting the same sun and water as the sections that you are having to mow.
and have you taken a soil sample and had it tested?
