I put down Scotts Pre E last fall but still a large patch of Poa has come up. Should I increase the amount next time? will this harm my zeon zoysia? Will the seed that drops now come up next winter or sooner?

Usually you have to apply pre-emergent twice (fall and winter) for good poa control. Go ahead and make another application now. This will hold down the germination of poa and other weeds for the period of late winter/early spring.
