Low spots in yard

We likely have a need to regrade our back yard, not because of water issues with the basement, but due to low spots collecting water and making it difficult to grow anything.
Who would we need to contract with to do this: a landscape architect, engineering firm, landscaper (non-certified), or other? Thanks!

We hade a basement wall come in because of poor grading by the builder (by the way, he is out of business). Find someone who has many years doing grading. Someone insured and certified with many years in the business!
