How to grow ground cover on clay filled soil?

Outside my home on one side is a small hill that is without any ground cover like grass etc. because the ground soil has a lot of clay in it. Is there something I can plant that will grow a cover over the ground so I do not look out the window to see dirt? I can not cover it with a layer of dirt first because rain will wash the soil away!

Someone correct me if I’m wrong, but I’m pretty sure that Algerian or English Ivy will do good. It grows fast and continually roots itself as it crawls. It gets up to 8 in tall.Is this area in full sun? Partial shade?
