Eradicating a lawn

I need to eradicate a lawn in order to install a garden that is more water conservative. There are several types of grass in the lawn, and it is very old and well established. Time is a big issue due to the fact that I need the project completed in time to qualify for a rebate from the local water board. I figure that I have three weeks to eliminate what is there, starting today. Upon looking around this site, I have realized that it is slightly more complicated than I thought. I would appreciate suggestions on ways to go about this.

There were a few posts on this site that recomended fertilizing first. I do not understand the point of that. Could someone tell me what that does?

Fertilizing would get the grass growing so it would uptake the poison better.

Spray the area with roundup. However if you have bermuda it is probably dormant and the roundup will not hurt it. Thus you will be fighting it in your garden this spring.

dormant or notBermuda , if common takes 3 to 4 apps of roun up to totally get to the root sytem if time is your issue hit it once with a HIGH concentrate, if you been above 55 for the past couple of weeks,which i thnk you haveit will work then till as deep as you can
