Dying St Augustine grass

Recently I just moved to my new home in Houston,TX. Everything is fine except for the lawn. I was told by my neighbour that the grass died 3 mths ago since the last tenant moved out. I tried to get the grass back by watering it. I did see some new grass growing very slowing. I’m thinking of getting new grass to replace the dying ones since I was told they will never come back since they were not water for 3 mths. Should I do that ? Will the grass ever come back? When is the best time to replace them? Thanks so much for your advice.
