Bermuda not up after 3 weeks

I live in SC- planted bermuda april 15th. Sand, Aerated, etc. Did it right. Well it got cold again and the grass is not up yet. Any chance its dead?

You should be fine. Bermuda is a warn season grass so once the temps avg around 68+ it is going to thrive!
