bermuda and tiff browning

Hi. I live in Phoenix, AZ. We bought a house that has a tiff lawn but the previous owners put down bermuda seed on top. Our lawn just doesn’t want to green up. We’ve aerated, adjusted watering times, fertilized, raked out thatch, etc. Now we’ve scalped the lawn and it’s terribly brown. Any suggestions for taking care of this lawn. Note we do not have a tiff mower. I’m wondering if the two grasses are competing for water and are choking eachother out??
I almost forgot Do Not over water. Floratan /Seville all strains of St. Augustine are suseptible to fungus from over…
