I currently have a st. augie lawn(half dead due to pump going out). I and see now as the time to convert it to bermuda, I could not see killing a well growing lawn. So I would like any input on how to do this. I have a limited budget, so the cheapest way possible. I’ve decided to seed. I live in Jacksonville, FL so when can I start my project, is it at all possible to do now, or must I wait till next spring?

I would think spring or summer would be the preferred time to re-seed. Re-seeding now probably won’t give you a good coverage until next year anyway. Plus you run the risk of killing some of your new, young grass sprigs if it gets really cold this winter.

What about the st. augie grass that still remains there? Do I need to kill it, till, and then seed, or can I just scalp it, then seed, and let the bermuda take over?

Given enough time the Bermuda should take over and choke out the St Augustine. However, that may take a couple of years. If you can live with the mixture for that long go for it. If however, you want all Bermuda you need to get rid of the St Augustine before you start.
