yellow substance

I have a yellow foamy looking substance growing in my mulch in various different spots. It looks like vomit. My mom thinks it could me some type of mold. Please help!

I have gotten a couple of these spots in my garden, but never on the lawn. I was wondering what it was as well. i thought it might be vommit from an animal (raccoon or opossum).

That is what I see in my mulch. Do you know why it appears or how I can get rid of it?
