uneven areas in lawn

My yard has several uneven areas that I would like to level out. There’s no grass in the areas just tons of weeds. Would just filling the areas with dirt solve the problem? Secondly, those same areas contain very loose, sandy soil. These areas are a pain to mow, as the machine often gets bogged down. I was curious if there’s anyway to remedey this problem. Thanks

What type of grass is it? If its bermuda or another type of warm season grass you can level with sand.
