St. Augustine Runners

My St. Augustine lawn has several runners over 6-8″ long that have not rooted and sit on the surface of the turf. Using my Brill only removes the leaves from the runner, and occasionally cuts the runner, but I’m am usually left with just the runner and little or no leaves which looks unsightly. Is there a reason for these runners not taking root, and how do I correct it? I am practically to the point of taking my grass shears out and removing the unrooted runners one by one manually.
