Shaded area

My front lawn is about a quarter acre and slopes logitudinally at about a 20 degree angle. I mention this since the water runs off very quickly. It is irrigated. The ground is very hard.It has several white oaks on it and suffers from almost full shade in the summer. Right now nothing grows on the surface but moss.I have spent a fortune on moss removal, aerating, slit & broadspread seeding. The young grass will grow in a spindly way but never turns into a larger plant. The grass is usually dead within 6 weeks of seeding. Is there any hope or should I try something other than grass? If so what?
Thanks
