Re-working lawn questions??

I have had the same fescue for the past 4 years in my yard. I live in Western TN and I have a very dry sandy lot. The fescue seems to clump up and really looks bad especially combined with the bare spots all around where nothing seems to grow(mainly front yard that is somewhat of a downhill toward the house). There is some bermuda mixed in because I can see where it is spreading gradually. I want to get rid of the clumpy stuff and sow bermuda in the bare spots and really turn it into a bermuda stand instead of fescue altogether. What will be the best process to get good results? What kind of grass is gowing to work best and can it be sown now with good results?
