My present lawn located in Central Texas (sandy soil) is mostly weeds with some neglected tiff bermuda. I plan to have my entire yard completely re-planted with Palisades sod. The landscaper said he’d scrape two inches of my topsoil and replace with a different topsoil in preparation. He didn’t mention, however, killing what is presently growing. Will scraping be enough?

Yep, 2 inches should do it, without killing anything.
