Floratam Problems

I continue annually to have a problem with my floratam lawn. In one section, I get very long (1-2 feet) strands of grass and root. The lawn appears to be like carpet, I can pick it up off the ground. The root system is poor and it does not appear to have any critters. When you dig down, the grass looks like a major web with roots going horizontal vs. into the ground. Last year at this time, I removed it and re-sodded and now it is back. No local service has been able to resolve (scotts, truegreen, etc.). I have adjusted watering, mowing and fertilization. I am desperate, any help would be appreciated. I am in the west palm area if anyone knows a good professional service that can help in addition. Thanks!

Have you had your soil tested? If not, there is the first place to try. If you have what were the results?
