Fescue in GA

I am going to overseed a very sparse fescue back yard this fall. The house was new construction a year ago, and the grass the builder installed (seed) never took off real well, as it was seeded in the spring. I live in Paulding County, GA and the back yard has mostly red clay…very poor soil. What would be my best approach for seeding this fall? Should I till the dirt patches or haul in a load of top soil? What about fertilizer? I plan to use Pennington Penkoted Kentucky 31 Tall Fescue. The back yard is approximately 3k sq ft. Thanks in advance for any ideas.

K-31 is not the best. . . use a turf type fescue. . .
