DILLO DIRT from ABC Pest & Lawn

I have bermuda tif 419 and live in SW Austin. The builder has been forced by the city or county to bring in dillo dirt due to the fact that they didn’t put enough top soil on the lots to begin with prior to placing the sod. ABC aeriates the lawn one day and then broadcasts the dillo dirt usually about a week later. The first time they put down the dillo dirt (I am pretty sure) it brought in a ton of weeds. So, I called ABC and they said there is no way that it could have brought in the weeds because it is composted at such a high heat that it kills off all weeds. The following time they aeriated, I told them not to broadcast the dillodirt and no weeds popped up. The last time they came out, I forgot to tell my wife not to let them broadcast the dillo dirt and I have TONS of weeds in my yard.
Question: am I incorrectly assessing the situation? Does dillo dirt bring in weeds or does it just fertilize weeds that are already there? I have TONS of weeds and I can’t imagine I could have possibly had that many weeds dormant.
Please let me know if anyone else has had this same situation with dillo dirt.
