Ded bermuda grass

I had a house built in Greenville SC in Aug 2004.They laid sod that had sat on the pallets for about a week. When they finally laid it was a golden color. It never greened up. This spting it is still very brown and crunch. I think its dead. Could you please adivse if i should have the builder replace or if there is something I can do it fix the problem.
