Dead or dormant grass – water?

1) My lawn (combination of Kentucky bluegrass, fescue, rye) is brown, but there still is some green. How can I tell if it’s dead or dormant?
2) Should I water it now, or just let it go, and hope that cooler Fall temperatures and rain bring it back?
