Cannot Get St Augustine to grow over same area year after year

I have laid sod over the same area for several years now and it will not grow. Instead, the sod becomes hard and the grass will turn yellow and die. I am watering as instructed by the sod company but it will not grow. It is if the grass is not taking root in the soil. Was wondering if I should till the ground or remove the old sod since it is now hard. I plan to lay sod again next season. Any suggestions will be greatly appreciated.
