A yard of water

I live in Atlanta. After two landscapers took my money and ran last summer, I found another that screwed up my yard so badly that my water problems have tripled! The new fescue sod had hay in it when it came up this year (the landscaper says not because it is certified by the state of GA but he would never come out to look at the When the hay died it left holes at it) Because the landscaper did not compress the soil to find out what the true level of the yard was, before adding sod, hence not enough new soil, resulted in my new sod sinking all over the yard, as the rain quickly washed the soil down the yard. My water problems tripled, which was what I was trying to solve. Now broke, I need to once again address the problems (Ground Hog day for me) because the wet soil is growing moss and smells badly and the yard is impossible to walk through. I heard that Myers Zoysia would be a good choice as it likes water and grows thick and is good in sun and light shade. Is this true? Also does anyone now of an qualified, trustworthy landscaper in Atlanta, along with an attorney?
