I am grounds mgr. for a private school in S.E. Pa. We recently reinforced some grass areas with a wire fabric, covered with 2″ of seeded topsoil. There is gravel un der the fabric. under traffic, in wet conditions, the soil is very unstable. Will zoisia help knit this area and hold it together? Plugs or seed? Can you recomend a variety and a vendor?

How much traffic is this area subjected too? Would it be better to stone or pave or install sidewalks?
Zoysia this far north must be plugged. I don’t have a vendor in mind. If you go with zoysia keep in mind that it has poor traffic tolerance when it is dormant. Which, in your area, is probably October thru May, The bulk of the school year where you would be getting the most traffic. Just some food for thought………..
