When to cut new grass???

I planted Bermuda eight days ago (August 11). I have lots of new grass coming up but I am wondering how long I need to wait until I cut it. I am watering it 3 times a day for 30 mins at a time and that seems to be keeping the top of the soil moist in these hot, dry days. I have some blades that are about 2 to 3 inches long. I also covered it with straw, when do I need to remove the straw or do I need to remove it? I also put starter fertilizer on it the same day I planted the seed… When do I need to put out more fertilizer??? Would something like Scotts Turf builder be a good thing to put out???
Thanks for your help, Josh

Since the seed has already germinated, you don’t have to water 3 times a day. Cut down to once a day, and the run time will probably be 40 minutes. In two weeks fertilize with Turf builder and cut the water to every other day. At this time you can mow on one of the days the water has not come on. Its probably way too soft to mow now. Start off mowing high, and slowly lower the height as the days shorten and the nights become cooler. The straw is ok to leave.
