Water killing things

This may sound stupid but is it possible my water is hurting my plants/grass? Looking at my landscaping, it seems that the plants that get hit with sprinklers or drip fed are doing the worse. Everything looks like it’s got some type of chlorosis this year. Our water has Chloramines in it.

I find that if zoysia (with wider blades) is allowed to grow longer, not fed in the Spring, it becomes much more drought resistant.
