Transplanting Zoysia

Mid-Summer 2011 I transplanted zoysia from existing large patches using a post hole digger. Somewhere around 200 plugs, now I don’t see any after a whole summer. Can you transplant like that or was it wrong time of summer??? I live in Delaware.
