Surface soil pH

We are experiencing severe cyanobacteria problems on the surface of our newly sprigged Tifeagle greens (31 days old). The greens are a 90/10 mix with new drainage. The pH of our irrigation water is high(about 8). We have been using a lot of 21-00- on the greens, and I know that cyanobacteria favor acidic conditions. I am wondering if the high pH of the irrigation water is negating the effects of the acidifying fertilizer?
