rickkil23, grass culms (vertical stems) are usually terminal, that is, once that portion produces a seedhead it is intended to die. Triggers that can make St. Augustinegrass flower and seed more abundantly (and produce less vegetative growth) are drought and possibly some other stresses such as the end of a flush of vegetative growth when nitrogen is diminished. Some cultivars such as Seville are occasionally more seedy than others such as Floratam. If seedheads are your only problem, they will probably diminish. If you have some other problem affecting the leaves attached to the horizontal stolons, I cannot say without more of a description or a photo.
