Sandy fl soil

Anyone having rooting issues in crappy Fl sand? My neighborhood was an old orange grove and I figure the soil is just beat to hell. Been fighting with empire for 6 years now. Nothing will get it to root properly. I stopped bagging and started mulching all my clippings and leaves spring of last year but it doesn’t seem to have helped yet the soil. Don’t really know what else to do.
