Restoring lawn in Duluth GA

My front & side lawns are tall fescue, which is now full of weeds. My back yard used to be fescue but has been invaded by wild bermuda and is also full of weeds. I have used just about all of the local lawn services over the last 12 years, but the lawn just keeps deteriorating. I have lots of shaded areas. I would like to completely start over & I am thinking ab out plugging the lawn with Centipede. Does anyone have any experience with Centipede in my area of the country just north of Atlanta? What is the best process to redo the lawn? When should I start & what steps should I take? Is there a better way to go? Any idea wwill be appreciated. Is there anyone I can get to come look at my lawn and give me a price to have it restored. Thank you
