ok to lime in summer

its freakin hot and dry here and I just got my soil sample back. My ph is 4.9 and my phosphorus is about 1/3 of what is recommended. They recomend putting out 25lbs of lime every 45 days to get the ph up but is that safe in 90+ weather and drought conditions? Also any recommendations for getting the phosphorus up? wish i could post a pdf on here so u could see the total results
