New Bermuda Grass

I bought a house in the Austin, TX area last October. They sodded the lawn with Bermuda grass at that time. The grass took hold and greened up quite a bit, and then went dormant. I never had to mow last year.
When would be the best time to fertilize? I spoke to someone and they said to just get a high nitrogen fertilizer (I bought a Scott’s Turf Builder 27-3-4) and hit it with that when it comes out of dormancy. I’m not sure if it has or hasn’t come out as of yet. I cut the back yard today. It hadn’t grown much, I just wanted to cut it and see what it looked like. There are quite a few brown spots over the yard. And there are weeds popping up all over. (Thistle, dollar, etc.) I pulled a lot of the weeds last week, but they come back just as fast as you pull them. Will the fertilizer choke them out when I apply it? I am nervous about using any sort of weed control product being that it is still such a new lawn.
Any suggestions or comments will be GREATLY appreciated! Thanks.

You can use a weed&feed type product now- without harming the bermuda. Use the turf builder 6 weeks after the weed&feed.
