HELP! Zoysia still has lots of brown

Two summers ago we installed Emerald Zoysia ourselves. Last summer it came back beautifully. This year we have a lawn that is only about 50% green. We are in the Raleigh, NC area.
Last summer we went on misinformation and kept the grass at 3″. After each moving we raked to keep down the thatch. Two weeks ago we cut it back to 2″ (two separate mowings) and raked. This week we watered with Mirace Grow for lawns.
Could the extra inch of height hindered it from growing back? Is there still hope that more will green this summer? Should we be overseeding with something? HELP!

I think the zoysia is just slow to greenup this spring, because it has been a lot cooler than normal.
