Help with my bermuda grass

Last summer the grass never greened up. Some shoots came through and it got a greenish tint, but it never got fully green. This winter it’s turned really crispy and gray in some places. Lots of dead grass, lots of loose clippings.
I’m worried it’s died completely. Any ideas on what might have happened and what I can do to it?
I’m thinking its very thick thatch that wasn’t letting the grass grow through, and the gray grass is dead material. My plan is to dethatch and try to get it going this summer.
Does this seem reasonable? If not what any ideas what does sound reasonable.

FYI: Growing season for summer grass is may-june so I’ve got a little time.
