growing grass over septic system

Hi,The system was replaced by prior owner 6 years ago. This is the only place in the yard where the grass just doesn’t stay. I’ve seeded, reseeded twice – always in the fall – using Scott’s sunny mix with starter fertilizer, lime, and topsoil – water as I should and by July, the grass is burnt out.
My feeeling is the contractor didn’t put sufficient soil over the system and basically it “cooks” whatever’s there. Six inches of topsoil was put over the system, should have been much more and the contractor is out of business.
Any suggestions out there? We border wetlands and the backyard gets sun all day!
