germination temps for annual rye

I work in the Outer Banks of North Carolina. My clients are always looking to stabilize new homes. However temperatures drop in the winter and we are having difficulties, even with annual rye. What is the lowest temp. that this or any other seed will germinate, and how should I solve this problem. Thanks SM
