Establishment of tall fescue

It seems to me that Tall fescue is not a rapid grower when trying to establish a site. Is thier any recommedations for pre establishment? The area getting a moderate sun to full sun all the time in the mountains of west virginia.
The brand I tried and failed is Kentucky 31, and the area was recently escavated.

Kentucky 31 is the worst Tall Fescue you can grow. Terrible for disease and insect resistance. Texture is coarse and color is med. green. The only good thing about it is it’s cheap.
