Can Perennial Ryegrass work year round in San Diego?

Hi,I live in San Diego, CA and have yard with Marathon Fescue grass. During the summer a lot of the grass died because it probably needed more water. I am trying to find a seed that I can plant right now (Oct or Nov) and that can work year-round, doesn’t require too much water in Summer (current watering 15 min x 3 times a week) and can withstand kids playing on it. Someone recently told me that a Perennial Ryegrass would work? If so, will I need to plant a different grass in the summer?
