Best turf for High Desert?

I live in an extreme climate where lows can drop in the teens in the winter and 100+ in the summer. Very similar to Las Vegas. The front lawn is a mess and want to reseed with a new variety. I assume my grass is a cool season grass because it is lush in the shady spots and during the cooler months, but takes a beating in the 100+ temps and I hate wasting water. I don’t walk on my lawn or use it for anything. I’d rather pave it , but there is a city ordinance. What do they use in Palm Springs and Vegas golf courses? Those have similar climates to mine. What are the best options and positives and negatives of each?
