Bahia

I am in need of assistance. I live in S. Florida in a community governed by an association. We are only allowed to have Bahia grass. My grass is dead in the backyard and almost all the front. I have been told by 2 lanscapers that even if i resod I may run into this problem again. Because I have a large oak in the front and my neighbors tree shades much of my backyard. So the Bahia will just keep dying. Is this true? Is there anything I can do to keep it alive or am I outta luck as long as I have Bahia?
