Argentine Bahia vs Palmetto St. augustine

We are going to re-sod our Tampabay, FL lawn and I have heard that Argentine Bahia and palmetto St. Augustine would be good choices. We do not have a well and are on water restrictions of once a week. We also have two dogs and both sunny and shaded areas. How do we decide which is the best for our situation?
