Zoysia from seed

What is the best method to start zoysia from seed?I have 2lbs of Zenith zoysia to fill in about 1000sq ft. of very gently sloping area. I am concerned about the seed washing away, and would like to know what medium would be best to cover it with

Burlap works pretty well. Make sure it is staked down pretty well to avoid erosion.

Burlap could get expensive. I’ve seen straw/hay work fine on steep hills.
