weeds in St. Augustine

We are new home owners in north Austin, by the time we moved in last August the yard had gone several months without water or mowing and was dying in parts, mostly the back yard. By the time it was mowed, the hay covered and added to the dying parts. We thought we would wait until spring to see if it came back, some of it has, but more weeds have come than anything. Everyone says St. Ausgustine will come back, but so far it doesn’t look like it’s making a strong come back. We were thinking about tilling the whole back yard (only about 600sq ft of grass area) and starting over with plugs, or maybe a different grass. Any suggestions or better ideas? I want a yard I can go barefoot in by summer!
