Illinois leveling land with grass and water problems

Hello i have bout .28 acre of land with my house on the front half it slopes from left to right and i get a little water in the basement how do I fix that problem? Also i would like to fence in my yard but i have a lot of low spots that collect water I need to fix that before I put up a fence solution? If you can help Let me know thank you.
