I recently purchased a new home and the yard was seeded with Bermuda. The grass is coming up very thin(likely because of little water or fertilizer) and the weed are as prevelent as the grass. Any advise on what to do is encourage the grass to grow while eliminating the weeks (lots of crab grass)

Not really a lot you can do about the crabgrass right now. This fall and next spring you can put down a pre-emergent and avoid almost all crabgrass issues.

Water 3/4 inch per event twice weekly. After the lawn gets some age on it you can attack the weeds with many herbicides.

Give the lawn a bit of time - nature only works so fast

in-ground sprinkler system and seed sounds like your solution. in-gound sprinkler systems are some what inexpensive if done yourself. There are many web pages that will give you a step by step instruction. Try using 2,4-D and Dicamba herbicides to control the crabgrass.
