What step should I do first during the fall season? Apply lime or aerate and overseed?

Don't apply lime unless a soil test indicates you need it. Its not always neccesary to aerify, especially if you have good earth worm activity. Sometimes a lawn benefits more from a good de-thatching. Overseeding is done to thicken up a thin lawn, or to introduce a new grass variety into the exsisting stand. If your lawn has decent cover, (no bare spots) a balanced fertilizer will usually do the trick!
